An engineer has configured passive fallback mode for RADIUS with default timer settings.

 In passive fallback mode for RADIUS, when the primary RADIUS server fails, the controller will start using the secondary RADIUS server. The default timer settings include an inactive timer, which, upon expiration, prompts the controller to attempt to send RADIUS requests back to the primary server.
