 In OSPF, for two routers to form an adjacency, they must have matching MTU sizes on their connecting interfaces. If the MTUs are mismatched, OSPF adjacency will be stuck in the EXSTART/EXCHANGE state because OSPF hello packets will not be exchanged between the routers.
