Scope, schedule, and cost represent the primary project constraints that must be controlled during a Public Sector implementation. Scope establishes the capabilities and business processes that the agency expects the implementation to deliver. Schedule establishes when those capabilities must be designed, configured, tested, approved, and released. Cost defines the financial boundary within which the implementation must operate.
These constraints are closely interdependent. Increasing scope normally increases the implementation effort and can extend the delivery schedule or require additional budget. Compressing the schedule can require additional implementation resources and may increase cost. Reducing available funding can require the organization to defer lower-priority functionality or adopt a phased delivery model. Salesforce implementation guidance similarly emphasizes defining the implementation scope, rollout milestones, timeline, customization effort, integration requirements, stakeholder availability, and project budget during planning. This discipline is especially important for government programs because regulatory requirements, procurement rules, approval processes, legacy-system dependencies, and fixed funding cycles can constrain delivery. Workshops, tools, and individual resource categories are important implementation considerations, but they are subordinate planning elements rather than the fundamental project constraint model represented in this question.
