Beginning with needs prevents the TD professional from constructing a plan around existing courses, preferences, or assumptions. The assessment may incorporate organizational strategy, performance information, manager input, employee capability data, regulatory requirements, future workforce needs, and other evidence.
Learner evaluations of existing programs provide useful information about past learning experiences but do not define the organization's total future needs. Proposing training solutions before analysis risks selecting interventions prematurely. Employee preferences can inform modality decisions but should not determine whether learning is required or what outcomes should be addressed.
A sound training plan therefore follows analysis. Once priorities are identified, the TD professional can establish objectives, audiences, learning approaches, schedules, resources, technologies, and evaluation measures. This creates a plan tied to actual organizational needs rather than a catalog of disconnected learning activities.
