A new cluster starts when the system detects that there is one or more queries queued waiting for an available cluster.

A new cluster will start every 60 seconds if there are queued queries that have been waiting for more than 30 seconds for an available cluster.

A new cluster starts only if the system estimates that the queued queries will require resources that will keep the new cluster busy for at least 6 minutes.

A cluster will shut down after 3 system checks indicating that the cluster has been under-utilized for a minimum of 6 minutes.
