Which two factors should be considered when determining appropriateness of a dataset for a task?

1. The article mentioned here (I have attached it to the email.) discusses, amongst other subjects, are the procedures an analyst should follow when considering data for use in emergency response. The four premises are:

a. Have access to a GIS, preferably one using a powerful GIS software package with a full range of functionality such as ArcGIS.

b. Understand data mining and what data will best support a particular disaster relief operation.

c. Understand that data integrity includes data sources, data structure/format, and spatial and/or spectral accuracy.

d. Understand the types of products that will need to be produced for decision makers during various stages of the disaster relief operation

These four statements appear on page 39 of the article. Feature Class Names (they just are not a factor in accuracy) are never mentioned here or anywhere else in the article and definitely not on pages 42 or 43.
