According to the PMBOK® Guide, the project manager is responsible for identifying, analyzing, and responding to project risks, and documenting them in the risk register (Section 11.1). If the project manager discovers that the same team has been missing delivery dates in previous projects, this indicates that there is a potential risk that may affect the project schedule and performance. The project manager should include this in the risk register, and assign a probability and impact rating, a risk owner, and a risk response strategy. This will help the project manager to monitor and control the risk, and to take appropriate actions if the risk occurs.
