Membership in Contractors does not change the result unless an earlier rule specifically matching that group exists. ZIA does not automatically move a security-category rule ahead of a matching higher-positioned rule. Cloud App Control precedence matters only when an applicable Cloud App Control decision is involved; the scenario defines the relevant outcome within URL Filtering. The rule order should be corrected if newly registered destinations must always be blocked.
